Frequently Asked Questions (FAQ)
A building permit is required when for most type of work in the City of Collinsville. All building permit types can be found under Community Development - Building Permits & Inspections. If your property is a historic landmark, the permit requirements may be different. Please refer to Table 1: Level of Review for Landmarks and Historic Districts for more information.
The following projects do not need a permit:
- Sidewalks on private residential property. Sidewalks on commercial property may require a permit if the sidewalk is within the accessible route for ADA compliance.
- Residential siding replacement. Uptown properties require a 0.044 inch gauge vinyl siding.
- Painting interior or exteriors.
- Cosmetic upgrades such as 1 for 1 fixture replacement, cabinets, carpet/flooring, painting etc.
- General rule of thumb - construction, removal or moving of walls, new wiring/plumbing, new drywall, etc triggers a permit.
- Concrete patios with no new or changing roof cover.
- Water heater replacement one for one.
- HVAC or furnace replacement one for one.
- Resealing driveway or parking lot.
- If restriping parking lot layout same for same spaces/aisles, no permit required. If changing layout, submittal of new plan required.
- Re-rocking existing gravel driveway. May not be expanded or enlarged.
- If gravel driveway has become significantly overgrown, it may not be returned to gravel. Contact Community Development at 618-346-5200 x 3 for a courtesy inspection.
- Replacement one for one driveway. Must be same size and location. If converting from gravel to paved surface a permit is required.
- Replacement one for one fence. Must be same location, height and material.
- Please note that if your fence is nonconforming (i.e. not permitted material or height) this cannot be replaced. Common nonconformities include uncoated chain-link fence, chain-link fence taller than four (4) feet, fences taller than six (6) feet. Please refer to the City's fence requirement handout for more guidance or contact Community Development at 618-346-5200 x 3.
It is the property owner's responsibility to identify their property lines, the City of Collinsville does not perform any surveying services. Property owners may try to find the property pins at the four corners of their property, or hire a surveyor. Property owners may use Madison County GIS Viewer or St. Clair County GIS Viewer to get an estimate of where the property lines are. However, please note that this information is not entirely accurate as it is a data overlay on imagery.

Zoning district regulations the use, height, area, size and intensity of use of structures, land and open space. When you are considering a a new project, the zoning district is important to check for setback requirements for structures or limits to size/area for total lot coverage. Visit the link below for a downloadable PDF or interactive version of the City's Zoning Map. Once you know your zoning district, you can visit the City's Zoning District regulations for the underlying requirements. Please note that accessory structures may have their own specific regulations. There are several handouts online or at the front counter with a break down of building/zoning requirements for a specific type of work.

All business's within the City of Collinsville are required to obtain an annual Business License and pass a Commercial Occupancy Inspection. The City hosts Development Assistance Team meetings with business owners or developers to discuss projects every Thursday morning by appointment only.
Land Use & Zoning Districts
The first step is to determine if your proposed use is permitted in the zoning district of the property. You can visit the City's Land Use Table and Zoning Map to determine if it is permitted. If you have any questions about Land Use please reach out to the City Planners.

Business License and Registration
Occupancy and Building Permits
Occupancy must be issued for the property prior to occupation of a business or issuance of a business license. If the property needs work done prior to moving in, a Commercial Building permit may be required. If a Commercial Building Permit is needed, occupancy will be issued through the completion of the building permit.
Any alterations to a commercial space that is not cosmetic requires a Building Permit and plans designed by a registered design professional.

Liquor Sales and Video Gaming
All applications for liquor licenses or video gaming are handled by the City Clerk. More information for each request can be found below:
The City of Collinsville permits home occupations as an accessory use to a residential property. Home occupations are designed to allow residents to enhance or fulfill personal economic goals in a manner that does not negatively impact the character of a residential neighborhood or residential rights of neighbors.
Home occupations are required to be licensed with the City and must be the requirements outlined in our home occupation ordinance. More information can be found on our website:
The City does not permit new gravel parking areas. All parking areas must be dust-free all weather permanent surface such as concrete or asphalt. Permeable pavers or permeable pavement is also permitted.
All pre-existing gravel driveways/parking surfaces are legally nonconforming. Gravel driveways cannot be expanded/enlarged outside of the existing footprint.
If the gravel has become significantly overgrown and unmaintained, gravel areas may lose legal nonconforming status. Please reach out to Community Development for more information or an inspection.
