The Joint Review Board (JRB) convenes an annual meeting for the City's Tax Increment Finance (TIF) Districts. The JRB is made up of representatives from each of the overlapping government bodies that receive property taxes from properties located within a Collinsville's TIF Districts. During the JRB meeting, the Board reviews and discusses varies TIF related topics, including: the annual TIF Reports, any new local TIF projects and initiatives, and any new TIF legislation. The JRB meets annually during the month of December. JRB meetings are open to the public.

Public Member Appointment Eligibility

The Joint Review Board Roster includes two Public Member (Appointed) seats:

  1. Public Member (Appointed) - TIF District 1; and
  2. Public Member (Appointed) - TIF District 4.

Public Members must meet and provide documentation verifying specific residency requirements and income limitations. Eligible applicants interested in being appointed to fill a vacant Public Member seat may submit an Application for Boards, Commissions, and Committees.

RESIDENCY REQUIREMENT:

Public Members must reside within the respective TIF District which the Public Member's seat on the Joint Review Board represents (TIF District 1 or TIF District 4).

INCOME LIMITATIONS:

Public Members must meet the United States Department of Housing and Urban Development's (HUD) Income Limitations for the year during which a Public Member serves on the Joint Review Board. Income Limitations are established annually by HUD. The HUD FY 2020 Income Limitations are as follows:

NOTE: Madison County and St. Clair County are both part of the St. Louis, MO-IL HUD Metro FMR Area, so all information presented here applies to all of the St. Louis, MO-IL HUD Metro FMR Area. The St. Louis, MO-IL HUD Metro FMR Area contains the following areas: Calhoun County, IL; Clinton County, IL; Jersey County, IL; Madison County, IL; Monroe County, IL; St. Clair County, IL; Sullivan city part of Crawford County, MO; Franklin County, MO; Jefferson County, MO; Lincoln County, MO; St. Charles County, MO; St. Louis County, MO; Warren County, MO; and St. Louis city, MO.

Annual TIF Reports are submitted to the State of Illinois Comptroller's Office. 
Collinsville's Annual TIF Reports can be viewed on the Comptroller's website: The Warehouse.

 

Interested Parties Registration

The City has established an "Interested Parties Registry" for residents who are interested in receiving information about a Collinsville TIF District(s). Interested residents must register by my completing and submitting the application form below.
