By Illinois State Statute, the Clerk is appointed by the Mayor and the term of office runs concurrently with the Mayor's term.
Also by State Statute, the Clerk is the official keeper of the City's records and the custodian of the City Seal. The Clerk prepares City Council meeting agendas, ensuring public notice is given pursuant to the Open Meetings Act; and attends all meetings of the City Council keeping a full record of their proceedings. The Clerk serves as the Freedom of Information Officer and is responsible for the administration of the Freedom of Information Act. The Clerk serves as the Local Election Authority, making available and receiving petitions for candidacy for election to City Council. The Clerk ensures appropriate documents are recorded or filed with the County Clerk, administers the Liquor and Video Gaming Codes, and receives petitions for annexation to the City.
